City Council Adopts Stormwater Utility Fee Increase
February 3, 2026 — At its February 2, 2026, meeting, at the conclusion of a public hearing continued from December 15, the Wilsonville City Council adopted gradual increases in stormwater utility fees over a three-year period to fund critical infrastructure improvements outlined in the 2024 Stormwater Master Plan.
Following long periods of public input and deliberation by the Council, the Council adopted the first adjustment in the City’s stormwater fees since 2014. Over each of the next three years, monthly stormwater fees will increase by $5.75 annually, with the first increase (from $11.90 to $17.65) going into effect on March 1.
A second hearing, to consider a revision to sewer utility fees, was again continued – to March 16 – to allow City staff more time to provide the Council with information to make an informed decision that balances public concerns about the impact of significant rate increases with a more thorough understanding of which projects outlined in the most recent update to the Water Treatment Plant Master Plan require near-term funding to sustain the system’s continued maintenance and operation.
The Council approved a three-year contract with Green Sweep Asphalt Services LLC to provide street sweeping service on local roadways. Street sweeping removes pollutants from the stormwater system, keeps roadways safer, and maintains the structural integrity of City infrastructure.
The Council and Urban Renewal Agency Board approved an amendment to the Coffee Creek Urban Renewal Plan that authorizes the City to purchase, aggregate and sell development-ready sites within the Coffee Creek Industrial Area to facilitate private development. Any land acquisition must first be approved by the Council and URA Board.
The Council adopted a resolution to approve a grant agreement with the Oregon Department of Land Conservation and Development (DLCD). The $120,000 grant substantially funds the Housing Statutory Compliance Project, which develops a clear and predictable residential development review process that aligns City code with State requirements.
Because of the Presidents’ Day holiday on Feb. 16, the next regular meeting of the Wilsonville City Council is scheduled to take place on Thursday, Feb. 19, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
