City Council Selects City Manager, Approves Annual Street Maintenance Plan

February 20, 2026 At the February 19, 2026, meeting of the Wilsonville City Council, the Council announced  its selection of Jeanna Troha as Wilsonville’s next city manager. Troha has served as Wilsonville’s assistant city manager since 2007 and has more than 25 years of civic leadership experience.

To fund the annual Street Maintenance Program, the Council approved a $980,000 contract with KNL Industries. This year’s program repaves and restripes roadways, (including Parkway Ct., Parkway Ave. from Town Center Loop to Thunderbird Dr., and Grahams Ferry Rd. from Cahalin Rd. to north of Day Rd.) and includes the installation of four accessible  curb ramps and pedestrian improvements along Grahams Ferry Rd.

To guide the City’s engagement with the State legislature on policy matters that affect the City, its residents, and businesses, the Council approved a two-year agreement with CFM Strategic Communications to provide government relations and lobbying services.

The Council approved the following Community Cultural Events and Programs Grant allocations, as recommended by the City’s Arts, Culture, and Heritage Commission (ACHC). They include:

  • Charbonneau Arts Association ($8000), to support marketing efforts in order to increase event attendance, so that additional proceeds can be donated and community ties strengthened.
  • Rotary Club of Wilsonville ($8000), to support the four-event Wilsonville Rotary Summer Concert Series at Town Center Park, July 16-Aug. 6.
  • Korean War Veterans Association, Oregon Trail Chapter 72 ($4000), to support efforts to install a Korean Defense Service Monument at the Oregon Korean War Memorial in Town Center Park honoring all U.S. military personnel who have served in Korea.
  • Wilsonville Stage ($1500), to fund rental costs for performance and rehearsal space, rights/licenses, transportation, marketing, etc.
  • Wilsonville Choral Arts Society ($1000), to support the purchase of musical equipment for pop-up performances.

Additionally, the Council adopted the ACHC’s 2025-26 Five-Year Action Plan and Annual One-Year Implementation Plan.

During Mayor’s Business, the Council ratified Mayor Shawn O’Neil’s appointment of two individuals to seats on City Boards & Commissions:

  • Justin Timm, to the Tourism Promotion Committee, for a term ending 6/30/2028.
  • Vivian Resendiz, to the Arts, Culture, and Heritage Commission, for a term ending 6/30/2028.

At the work session held prior to the meeting, Legal staff sought the Council’s direction to inform next steps in ongoing work to successfully implement the 2019 Wilsonville Town Center Plan, which aims to create a downtown destination area that includes new restaurants, gathering places, retail establishments, and open spaces that provide opportunities for residents to work, dine, and shop close to home.

  • To address community concerns about the height of buildings within the Town Center, the Council directed staff to pursue a review of possible updates to waiver language limiting building heights and the establishment of an ad hoc task force as part of the review process.
  •  In support of its two-year Council Goal to educate the community about the benefits of the Town Center Plan and how Urban Renewal supports new infrastructure development without raising tax rates, the Council expressed its backing of a strategic communications plan recently commissioned by the City and developed by CFM Advocates.

Also, Parks and Recreation staff summarized recent progress by the ACHC to implement recommendations outlined in the Arts Culture & Heritage Strategy. The report included details of an ongoing project funded by the Wilsonville Library Foundation to install a mural in the Children’s Room at the Wilsonville Library, and the online auction of five “heARTs of Wilsonville” that concludes on Mar. 6.  

The next regular meeting of the Wilsonville City Council is scheduled to take place on Monday, Mar. 2, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
