Council Eliminates Building Height Exceptions in Town Center
September 11, 2026 — At the September 10, 2026, meeting of the Wilsonville City Council, the Council adopted amendments to the City’s Development Code that will prohibit development in the Wilsonville Town Center from seeking to exceed maximum permitted building heights under the City’s Town Center zoning regulations.
This amendment, pursued by the Council in response to community members’ concerns and recommended by the City’s Planning Commission, provides certainty as to the maximum building heights the City’s Code allows for future buildings developed within the Town Center as development occurs over time.
The Council approved the purchase of two 20-passenger Compressed Natural Gas (CNG) buses from NW Bus Sales, Inc. These buses are predominantly funded ($247,345) through section 5339 federal grant funding, with a local match ($157,605) allocated by SMART. These buses are to replace similarly sized buses in SMART’s fleet that have odometer readings nearing 500,000 miles, well beyond their useful life as prescribed by the Federal Transit Administration (FTA).
Additionally, the Council approved a three-month extension of the City’s agreement with CH2M Hill Engineers, Inc. (dba Jacobs) to operate and maintain the City’s Wastewater Treatment Plant (WWTP).
During Communications, Library Director Shasta Sasser detailed a report on recent progress toward executing the Wilsonville Public Library’s long-term Strategic Plan, detailing new and enhanced services, promotional activities, new partnerships, and improvements to public spaces, library resources, and amenities.
During City Manager’s Business, City Manager Jeanna Troha detailed steps now underway to complete a comprehensive assessment of the City’s general fund, the City’s primary operating budget. The proactive review, to take place over several months, aims to ensure the City’s long-term financial stability to effectively manage programs, service levels, growth, future capital needs, and other expenses.
Troha also informed the Council of a pop-up grand opening event taking place this evening at Norte, the new taproom and restaurant located in the Vuela residential complex at the Wilsonville Transit Center (9699 SW Barber St.).
During the work session held prior to the regular meeting, City Attorney Amanda Guile-Hinman updated the Council on progress to revise Chapter 1 of City code to establish streamlined, efficient, and clear procedures for enforcement of code violations.
Guile-Hinman sought the Council’s feedback on proposed revisions that would establish processes to help ensure that City staff and community members are adequately equipped to address public safety and livability concerns. Staff will continue to incorporate the Council’s feedback and share additional proposed code revisions with the City Council at the Sept. 21 work session. The revisions are tentatively scheduled to be considered for adoption by the Council in November. If adopted at that time, revisions would become effective on Jan. 1, 2027.
The next regular meeting of the Wilsonville City Council takes place on Monday, Sept. 21, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
