On Monday, October 19, 2026, beginning at 7 pm, the City Council will hold a public hearing regarding the Wilsonville Industrial Land Readiness (Basalt Creek Master Plan), after which it may make the final decision.
The hearings will take place at Wilsonville City Hall, 29799 SW Town Center Loop East. A complete copy of the project record, including staff report, findings, and recommendations, will be available online and at City Hall for viewing seven (7) days prior to each public hearing.
Summary of Proposal:
The Basalt Creek Master Plan establishes a long-term framework for future employment and industrial development within the Wilsonville portion of the Basalt Creek Planning Area. Building upon the jointly adopted 2018 Basalt Creek Concept Plan, the Master Plan identifies the planned land uses, transportation improvements, utility infrastructure, funding strategies, and natural resource considerations needed to support development over the next 20 years. The Master Plan supports the City’s recently adopted economic development goals by expanding opportunities for future manufacturing, logistics, and other employment uses.
The proposal is a legislative action that includes adoption of the Basalt Creek Master Plan, Comprehensive Plan text and map amendments, Development Code amendments, and a Zone Map amendment. Together, these actions will establish the policy framework, land use designations, zoning, and development standards necessary to implement the Master Plan and guide future development within the Planning Area.
Development will occur over time and will depend on property owner participation, infrastructure funding, market demand, environmental permitting, utility coordination, and regional transportation improvements. Properties currently outside the City will be annexed at the request of property owners, generally in conjunction with proposals to develop consistent with the Master Plan and applicable Development Code requirements.
